He was congratulating Naruto. Now some say Naruto's and Hinata's wedding is set during the Japanese holiday called, 'Hanami, the start of spring in Japan is in March 28th, AND Sakura's Birthday is on march 28 but Hanami is a traditional custom celebrated on a range of different dates spanning from March to May or in February if you live in Okinawa. It's not confined to a single day or in this instance, March 28. There is no official start or end date of spring in Japan unless you're considering the traditional East Asian Lunisolar calendar which sets the start of Spring on February 4th, not the 28th of March. Most japanese people don't even follow that calendar. Honestly, it depends on your location and different parts of Japan have different weather. And who even says congratulations on someone's birthday haha. This was a cute moment, i'm not trying to break any hearts. Just revealing the truth. It's not confirmed to be on march 28 (Sakura's birthday)
