Load is the most important factor in strength, bone, and muscle improvement. While other variables such as work volume and training frequency undeniably factor in, load is king when it comes to physical development.
No other factors deliver quite the exercise yield that load does. Lift a two pound vinyl-coated dumbbell everyday, even multiple times a day, and your results will be marginal. Ditto training for hours a day but never really "pushing yourself" (although you will improve your conditioning).
The key is intramuscular tension; how much strain are the fibers in your muscles exposed to, and is it enough to require repair and reinforcement? Frequent exercise will improve blood flow, high volume training improves energy production, but without load, little muscle fiber strain is required, little repair is needed, and little results follow.
